BNEPC Council

Our Bountiful Neighborhood Emergency Preparedness Committee is led by the BNEPC Council, a group of ten residents of Bountiful with specialized emergency preparedness experience. Each district in Bountiful is assigned a member of the Council as a liaison. Learn more about each member below!

Lt. Dave Edwards

Liaison: Bountiful Stone Creek District

Bountiful City Emergency Manager

Lieutenant Dave Edwards is a Division Commander with Bountiful City Police and assigned as the Bountiful City Emergency Manager. He manages the Bountiful Neighborhood Emergency Preparedness Council. 

In a disaster, Dave would manage the Emergency Operations Center.

Dave has served with the Bountiful City Police for 24 years, during which time he worked in several areas including narcotics, SWAT, CSI crime lab, patrol, and in schools. He likes shooting, hunting, fishing, camping, and all of those related activities, and especially loves to do them with his family. He has five beautiful children and five grandchildren.

Gary Johnson

Communications Member and Amateur Radio Operator

Gary serves as a member of the BNEPC communications team and assembles, programs, and tests the Council’s radios. He assists with community events and radio trainings.

In a disaster, Gary would serve as an amateur radio operator coordinating with Bountiful emergency dispatch, which is in the same building as the Emergency Operations Center for the BNEPC. 

Gary has been teaching new HAMs in the Bountiful area for 10 years. He is currently serving as Treasurer for the DCARC and has been doing so since 2006. Among the public services that DCARC provides to the community is Amateur Radio Emergency Services (ARES) ARES provides support to the community in the event of a disaster or other emergency situation. Gary is the Assistant Emergency Coordinator and second level of call-out for support behind the Sheriff’s office for the city of Bountiful.

Dave Calder

Liaison: Bountiful Utah District

Communications Member and Amateur Radio Operator

Dave is currently a member of the BNEPC. His primary duties revolve around amateur radio operation and coordination. He assists with running the emergency radio communications for Bountiful for drills and actual emergencies.  

In a disaster, Dave would serve as a radio operator coordinating with the regular emergency dispatch. The Emergency Operation Center for the BNEPC is in the same building as emergency dispatch. 

Dave received his amateur radio license in 1954 and currently has the Amateur Extra Class License. Amateur radio is a hobby of his, and this picture was taken in his “radio shack.” He also enjoys wood turning. He and his wife have 11 children, by his report “more grandchildren than I can count,” and 17 great-grandchildren.

Rob Hunter

Liaison: Bountiful Val Verda Districts

Operations Manager and CERT Program Coordinator

Rob is a founding member of the Bountiful Neighborhood Emergency Preparedness Council.  He serves as our Community Emergency Response Team (CERT) Coordinator and has helped build Bountiful’s award winning CERT team.  Community members who have taken the CERT class have already saved lives in Bountiful!  

In a disaster, Rob would serve as a member of the Emergency Operation Center Command Staff.  His background includes years as a paramedic on an ambulance and on search and rescue teams. 

Rob is the founder and president of a company that makes survival kits used by pilots around the world.  He is in demand to teach preparedness and survival topics to  diverse groups including pilots, medical students and FEMA teams.  His hobbies include flying, sailing, camping, 4×4 exploring, mountain biking, hunting and backpacking with his family.

Emajane Freckleton

Liaison: Bountiful East District

Operations Member and CERT Class Coordinator

Emajane serves as one of the CERT class coordinators, organizing instructors and materials for citizens interested in obtaining knowledge and skills to be better prepared to handle emergencies and disasters that may occur in their lives. 

In a disaster, Emajane would serve as a member of the Emergency Operation Center Command Staff.

Emajane is married with four boys, all married to beautiful girls, with 12 grandchildren. She is employed with the Davis School District as a Citizenship Assistant for Mueller Park Junior High. She enjoys anything to do with her wonderful family and traveling. Her faith means the world to her, and in her spare moment loves crafts and reading a good book.

Rebecca Riedler

Liaison: Bountiful Mueller Park District

Operations Member and CERT Class Coordinator

Rebecca serves as one of the CERT class coordinators, a course designed to train and enable citizens to prepare and respond to emergency situations. She organizes course schedules and materials.

In a disaster, Rebecca would serve as a member of the Emergency Operation Center Command Staff. She is specifically in charge of recording all radio traffic and status updates.

Rebecca has a vast background of non-profit, education, and legislative experience. She holds a bachelor’s degree from Southern Virginia University and a fellowship from the Kennedy School of Government of Harvard University. Rebecca is an outstanding and articulate spokesperson, having taught as an adjunct professor at Yangzhou University in China and guest lecturing at several colleges in the United States. Her career includes time on Capitol Hill as a lobbyist as well as working for senators and congressmen and the White House. Rebecca was also the director of the United Service Organization (USO) at Fort Belvoir, Virginia. She currently resides in Bountiful with her two dogs, Sadie and Athena.

Mike Williams

Liaison: Bountiful North Canyon District

Operations Member and Technology Specialist

Mike provides technical support to the Council and assists with meetings and emergency preparedness education and training. He also helps train CERT instructors and basic classes. In a disaster, Mike would serve as a member of the Emergency Operation Center Command Staff.

Mike and his wife, Joyce, are happy empty nesters with 7 children and 22 grandchildren. He enjoys cycling, writing, and spending time with his family. His career was in telecommunications, including 5 years in the military and 33 years with a leading high-speed internet provider. He and his wife have lived internationally for 10 years in Europe and Russia, as well as in Georgia, Arizona, and Colorado within the USA. Their roots are in Utah, where they raised most of their children.

James Terry

Liaison: Bountiful North District

Operations Member

James serves as a member of the emergency preparedness council, specifically by his work as a community liaison. He served for a time as a district leader in Bountiful and provides valuable insight into emergency operations. He responds to emergency calls and also updates the master directory. 

In an emergency, James would be a member of the Emergency Operation Command Staff.

James has been married to his sweetheart Judy for 45 years. He is the father of 3 boys and 3 girls and the grandfather of 23 children. He is now a retired professional property manager of 42 years. He is a CPM- Certified Property Manager with the Institute of Real Estate Management and an ARM- Accredited Resident Manager with the National Apartment Association. James has traveled a lot and spent  time in Japan and New Zealand as an LDS missionary.

Judy Terry

Liaison: Bountiful North District

Operations Member and BNEPC Recorder

Judy serves as a committee member for emergency preparedness in Bountiful City. Besides assisting with drills and training, she records all of the minutes for BNEPC meetings.

In a disaster, Judy would serve as a member of the Emergency Operation Center Command Staff.

Judy obtained a BYU Graduate Degree in Elementary Education. She considers herself to be lucky to have been married for 45 years to the “best husband ever,” to have 6 wonderful children call her “Mom,” and to have 23 great kids call her “Grandma.”

Jodi Riedthaler

Liaison: Bountiful South District

Operations Member and Seminars Coordinator

Jodi is a CERT Program Coordinator and teacher, and competed for Bountiful in the last district CERT competition (and Bountiful won!). She is also a coordinator for Bountiful’s emergency preparedness seminars.

In a disaster, Jodi would serve as part of the Emergency Operation Command Center staff.

Jodi is married and has 2 wonderful children. She has a Bachelor’s Degree in English and works as an editor and proofreader. She loves to read, sing, and travel—especially with her family.    

Emily Van Orman

Liaison: Bountiful Orchard District

Operations Member and CERT Coordinator

Emily serves as a CERT instructor and coordinator and is passionate about helping people get excited about emergency preparedness. 

In a disaster Emily would serve as a member of the Emergency Operation Center Command Staff. 

Emily’s favorite job is being a wife and the mom of three amazing kids. She also has a Bachelor’s Degree in Nursing from BYU and a Master’s Degree in Public Health from the University of Utah. After a 20 year career as a cardiac nurse and case manager, Emily changed career paths in order to be more available for her family and currently works with her brother in their family’s accounting practice. In her free time, Emily enjoys traveling, hiking, skiing, cooking, home improvement projects, and good books.
